What is a cosmetic product?
It would be wrong to think that the term 'cosmetics' covers only decorative cosmetics. According to Article 2(a) of Regulation (EC) No 1223/2009 on cosmetic products, the definition is much broader and covers any product " … intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odours."
Under Regulation (EC) No 1223/2009, manufacturers and distributors are required to subject a cosmetic product to a comprehensive safety assessment. Strict regulations and requirements are in place to ensure that only products safe for human health are placed on the market.
A qualified expert or safety assessor is therefore personally responsible for ensuring that the cosmetic product meets all requirements in terms of its health safety and safe handling under normal and reasonably foreseeable conditions of use. Consequently, a safety assessor is essential for this task and challenge.
However, it is not just a case of performing a safety assessment on a cosmetic product. To ensure their safety, further steps are necessary to place these products on the market.
